Economic Development and Community Development Directors Named

RANCHO CORDOVA, CA (MPG) - The City of Rancho Cordova announced Amanda Norton as its new Economic Development director and Darcy Goulart as its new Community Development director.

As the Economic Development director, Norton will play a pivotal role in fostering and managing economic growth in Rancho Cordova.

Norton has worked for the city for 10 years, beginning as an Economic Development analyst and then as Economic Development manager. She brings more than 18 years of municipal government experience in urban planning, housing and economic strategy, with a focus on development and fostering innovation.

In addition to working for the City of Rancho Cordova, Norton has held a seat on the Greater Sacramento Economic Council Board of Directors, the Rancho Cordova Area Chamber of Commerce and currently sits on the Visit Rancho Cordova Board of Directors.

“I am honored and humbled to step into the role as Economic Development director for the City of Rancho Cordova. I am excited to continue the work alongside a dedicated team and community partners to drive sustainable growth, attract innovative businesses and create more opportunities in Rancho Cordova,” Norton said.

Since 2018, Goulart has managed the city’s Planning Division, overseeing day-to-day current and long-range planning duties. As acting director of the Planning Commission, Goulart has actively participated in all monthly City Council and Planning Commission meetings, ensuring that the city’s development plans reflect the policy direction from the council and commission.

Goulart has led significant initiatives such as the General Plan update, various specific plans, re-forming the Planning Commission and quarterly Municipal Code updates, as well as overseeing various city projects, including environmental documents. Goulart is a successful collaborator with departments and divisions such as Building and Safety, Code Enforcement, Public Works and Economic Development to drive the collective citywide goals forward.

"Over the years, I have seen firsthand the incredible growth of this wonderful city. I am excited to step into the role of Community Development director to continue to bring new residential, commercial and retail development to Rancho Cordova alongside a talented team,” Goulart said.
